The Integrated Village Development Strategic Plan (IVDS) is a framework prepared based on the Integrated Development Framework for poverty eradication. It helps Community Development Councils to identify community development proposals across 6 development sectors under the Prajashakthi National Movement's national development program.

The IVDS covers six key development sectors: 1) Social Environment, 2) Food Security, 3) Supply Networks and Access, 4) Human Resource Development, 5) Protection, and 6) Production Economy. These sectors align with national targets while addressing community-specific needs.

The Community Development Council is responsible for identifying development proposals under introduced approaches, with public officers providing necessary assistance. They implement development programs with public participation and enter into agreements with relevant public institutions (like the Divisional Secretariat or Pradeshiya Sabha) to implement approved projects.
